Qualifications Development

The skills development landscape in South Africa has seen numerous changes and requires innovative thinking to keep up with this changes is faced with on the part of Sector Education Training Authorities (SETAs) to meet the needs of the sectors they serve. The Fibre Processing and Manufacturing Sector Education and Authority (FP&M SETA) is geared up to realize its objectives like any other SETA to be ahead of this changes, in so doing it has reviewed its well-functioning working model (new SETA model) aligned with the Policies and Regulations that governs its functions, and this resulted in the establishment of the Qualification Development Management (QDM) sub-division under the QA Assurance Department in April 2014, this was realized by the vibrant hard working appointed CEO of the FP&M SETA Ms Felleng Yende.

The delivery of quality training in South Africa requires a combination quality developed qualifications, quality aligned learning tools/materials and accredited training providers that are able to deliver excellent quality training ,” comments QD Manager, Qualification Development Manager for the FP&M SETA. “By assessing and maintaining quality in these three critical areas, the learners that are produced from FP&M SETA accredited assessment centres are equipped with quality and employable skills, and are also retained within the FP&M SETA Sector.

Qualification Development division is further responsible for the establishment of communities of expert practitioners (CEPs) tasked to develop occupationally directed qualifications working together with the FP&M Sector.

The QD Division has approached this function as it was with the energy it has been applying to the SAQA mandate, showing appreciation and given it great zest of energy.

The FP&M SETA will be conducting workshops nationally to inform its stakeholder base of this shift in accreditation and implementation processes for this new occupational qualification, as well as qualifications that will be developed in future.

The QD-division, in partnership with the Printing SA and NULAW has been successful at registering the Occupational Qualification:

  • 715601 - Footwear Cutting Production Machine Operator
  • 715602000 - Footwear Closing Production Machine Operator
  • 662204 - Sheetfed Offset Lithographic Technician

The FP&M SETA will no longer accredit private skills development providers (SDPs) for this newly registered occupational qualification and this function will reside with the Quality Council for Trades Occupation (QCTO) (see the attached SDP accreditation Policy and guidelines). The FP&M SETA as the recognized AQP by the QCTO will only accredit Assessment Centres on programmes that it was nominated to be the AQP for (Occupational Qualifications),  the FP&M SETA will be responsible for setting up final external summative examinations, co-ordination of national examinations through approved assessment centers, as well as assessment and recommendation of learner certification to QCTO, some accreditations might require approval of MoU between the applicant and the workplaces (if workplace experience training is required) to ensuring the learner has a designated workplace with a mentor during the time of study to obtain the required workplace experience.

The examination process and logistical arrangements will be conducted through partnerships with Community of Experts (CEP’s) to ensure seamless quality processes are applied. The QA Department will timeously announce all examination logistics.

This is an important milestone for the FP&M SETA and we believe that what we have learnt during this process will pave the way for the development of occupational qualifications that will replace all legacy qualifications that the FP&M SETA is mandated to quality assure.

The FP&M SETA sector will in time to time be notified with all the development and changes that are affecting the current Quality Assurance functions methodology in the training arena by the FP&M SETA as the appointed AQP, and all Qualifications Progress reports are and will be kept circulated to its stakeholders every time when there are new developments as it already doing.

Within the next three years the FP&M SETA intends having all legacy qualifications re-curriculated into occupational qualifications and ultimately provide the youth of the country an opportunity to follow a career within the Fibre Processing and Manufacturing sectors.

The Fibre Processing and Manufacturing Sector Education and Training Authority will continue to fulfill its moto of “creating new leaders through cutting-edge thinking, design and innovation”.

The accreditation processes for legacy qualifications will remain with the FP&M SETA and this should not be confused with the accreditation processes outlined by QCTO for registered occupational qualifications.

MESSAGE FROM SAQA

Qualifications and Part Qualifications

A part qualification means an assessed unit of learning that is registered as part of a qualification. For example a part qualification can be a module, unit standard, etc.

The searchable databases listed below contain qualifications and unit standards, as well as legacy 'N' programmes and trades.

NQF Sub-frameworks

The Minister of Higher Education and Training, on 14 December 2012, published the determination of the Sub-frameworks that comprise the NQF. As part of the transitional arrangements between the SAQA Act, Act 58 of 1995 and the NQF Act, Act 67 of 2008, SAQA must allocate all registered qualifications to each of the sub-frameworks.

In implementing the allocation, the following will apply:

·         All registered qualifications belong to one or other of the 3 sub-frameworks

·         All new qualifications belong to the sub-framework that developed them

·         Qualifications which have reached their end date before 14 December 2012 will not be reallocated.

The Quality Councils who oversee the sub-frameworks have started the process to realign existing qualifications to the requirements set out in their respective sub-frameworks.
